                          Health & Safety Permit Coordinator

 


What is the project? :

The Pickering Nuclear Generating Station refurbishment program involves designing and building a new deep-water intake in Lake Ontario to improve the plant's cooling system. This will involve:

A5 km-long tunnel, built by a pressurized TBM (10.15 m diameter slurry TBM);
Two vertical shafts (onshore and offshore);
An offshore modular intake structure, resting on the lake bed.
The project is distinguished by its proximity to an active nuclear site, requiring rigorous standards of safety, planning and coordination.

 

What you will do:

You will coordinate and manage the issuance and tracking of H&S work permits for all site activities, ensuring compliance with safety and quality standards. You will work closely with project teams to anticipate permit needs and resolve issues efficiently. Using a system to update installations to be as live with the drawings as possible.

 

Concretely, your tasks will be:

  • Manage the full process for issuing H&S work permits (hot work, confined spaces, working at heights, electrical, etc);
  • Verify that permit requests comply with internal procedures and regulatory requirements;
  • Coordinate with Construction, H&S, Quality, and Planning teams to anticipate upcoming permit needs;
  • Review project documents (drawings, diagrams, reports, contracts) to determine permit and approval requirements;
  • Schedule, lead, and document weekly permitting meetings, including agendas and minutes;
  • Identify potential issues that could delay work and propose/implement mitigation measures;
  • Assist in identifying and implementing Lock Out Tag Out (LOTO) procedures across various work scopes.

Profil

Your skills:

  • A Bachelors Degree in Electrical or Mechanical Engineering
    8 years professional experience;
  • Strong expertise in work permit procedures and solid functional knowledge of HSE requirements, including electrical & mechanical Lock Out Tag Out (LOTO) processes;
  • Experience managing permits on complex and high‑risk projects, ideally involving tunneling, major construction, confined spaces, or subaqueous environments;
  • On‑site experience in major infrastructure projects, with practical familiarity with design and construction industry practices;
  • Proficiency with health & safety tracking systems, ensuring accurate documentation and monitoring;
  • Ability to coordinate with multiple stakeholders (consultants, contractors, and clients);
  • Strong communication and problem-solving skills
  • Detail-oriented, organized, and rigorous.

The headquarter of VINCI Construction Grands Projets Canada is based in Montréal, Québec. The construction of the subway line south in Toronto, involving a six-kilometer tunnel and associated excavation work. The project includes the design, construction, and handover of all tunnels (twin tubes of 6 km each), 7 stations (turnkey for: 1 at-grade station and 6 underground stations) and civil engineering works.

Extension of the Confederation Line in Ottawa, one of the components of Phase 2 of the city's O-Train system, which includes the design, construction, and financing of 27.5 km of light rail infrastructure. The work also includes 4 kilometers of cut-and-cover tunnels, 20 engineering structures, 16 stations and a light maintenance facility.
