Description of the assignment

The Walsh-VINCI Transit Community Partners (WVTCP) Joint Venture consisting of VINCI Construction Grands Projets and Walsh Construction has been selected to construct the $2.9BN Design Build Red Line Extension (RLE) project – the largest civil construction contract ever awarded by the Chicago Transit Authority (CTA).

The RLE Mainline Design-Build (MDB) Project will extend the CTA's Red Line by 5.6 miles, extending from the existing terminal at 95th/Dan Ryan south to 130th Street and Doty Avenue.

  • Report to WVTCP QM on performance against the CQMS and need for improvements, nonconformances, and areas performing well
  • Support the Area Quality Leads on issues regarding quality
  • Participate in Constructability Reviews during design development
  • Promote awareness of quality requirements throughout WVTCP staff
  • Review Construction Work Packages to ensure quality requirements are defined
  • Initiate actions to prevent nonconformities
  • Review subcontract and purchase orders prior to execution, ensuring Quality requirements are embedded within subcontractor accountability.
  • Approve of subcontractor supplemental Quality Plans submitted for scope specificity
  • Verify compliance with contract requirements for Out of Sequence process completion
  • Ensure Supplier audits and surveillances that include factory acceptance testing or proprietary quality procedures Monitor the needs, the qualifications and composition of the quality staff
  • Ensure that training sessions are conducted to educate the quality and production staff on project’s expectations
  • Monitor, assess and audit the WVTCP performance in implementing the Project Management Plans, including the completion, collation and maintenance of quality-based documentation such as ITPs, Inspection Reports, Inspection Check Sheets and Calibration records
  • Track compiled quality records in collaboration with the Systems and Document Owners
  • Support the Project team on implementing the CQMS and compliance with relevant legislation, standards and codes of practice
  • Develop KPIs showing the effectiveness of the Contractor’s Quality Management System
  • Track and report to the QM status of improvement initiatives and preventive actions
  • Develop and manage an effective improvement process and share any relevant findings
  • Review Corrective Action Plans for propriety in response to Audit Finding Reports
  • Audit in the event of conflicts of interests for the Lead QA Auditor or QA Auditor
  • Lead QA Auditor– concerning overall QA/QC issues, including project staffing, audits, reviews, inspection and test results
  • AQCL – concerning testing, inspection issues, and subcontractor and supplier QC
  • CM /PM–the construction leadership team regarding staffing, scheduling, audits, inspection, test results, and hold points
  • QA/QC representatives of subcontractors and suppliers - regarding quality concerns

 

Profile

QUALIFICATIONS

  • Bachelor’s degree in engineering, Construction Management, Quality Management, or a related field. 
  • Extensive experience in quality assurance management for large-scale construction projects, preferably in the transit sector. 
  • Proven track record of successfully implementing and managing quality assurance processes. 
  • Ability to work collaboratively with diverse teams and stakeholders. 
  • Strong attention to detail and accuracy in maintaining quality records and documentation. 
  • Certification in quality management (e.g., Certified Quality Manager, Six Sigma, ISO 9001) is a plus. 
  • Microsoft Office (Excel, Word, etc.). 
  • Fluent in English with professional proficiency  

SALARY RANGE

  • $140,000.00 - $150,000.00 

WORK ENVIRONMENTS

  • Involves a dynamic and challenging work environment.
  • Includes tasks such as maintaining and repairing heavy machinery, ensuring equipment operates efficiently, and adhering to safety protocols in construction sites
  • Required to wear personal protective equipment (PPE) such as hard hats, safety glasses, and reflective vests when on-site

PHYSICAL DEMANDS

  • Must be able to lift 25lbs
  • Walking and standing while in-office or on-site.
  • Occasional climbing on and off equipment and bending to inspect.
